Passport police verification: what's legal and what's not
The passport itself is a clean online process; the bribe point is the police verification visit. Here is what the verifying officer is actually there to do, and what they are not entitled to.
What actually costs money, and what doesn't

The official path
- Apply and pay only on passportindia.gov.in and attend the Passport Seva Kendra appointment.
- Police verification happens at your address or the station: keep the listed documents ready (ID, address proof); the checklist is on the portal.
- In many districts the officer records verification on the mPassport Police app on the spot; the report goes electronically.
- Track status on the portal. If verification reports "adverse" or stalls, you can see it there and contest it.
Your rights
- Verification has a target timeline; a stalled report is a grievance, not a negotiation.
- You are entitled to a receipt/acknowledgement for any document you hand over.
- An officer noting an adverse report must have a reason on record, and you can obtain your verification report under RTI and appeal.
- Refusing to pay cannot legally fail your verification: the report has defined fields (identity, address, criminal record), and "did not pay" is not one of them.
If the demand comes anyway
Say: "Everything payable was paid on the portal at booking. My documents are complete. Please note the verification. If anything is missing I will bring it to the station with an acknowledgement."
Calm beats angry: a demand needs deniability, and a citizen who asks for the fee head, the receipt, and the written defect memo takes the deniability away. Then record it here. Even the refusals, especially the refusals.
If refusing stalls your file
- Grievance on passportindia.gov.in against your file number.
- Written complaint to the SP/DCP office that controls the verifying station.
- State ACB / Lokayukta for the demand itself; CPGRAMS for the delay.
- RTI for a copy of your verification report if the outcome looks manipulated.
